
Typhoon Halong make landfall near Kochi, Japan during the morning hours Sunday as a Typhoon with winds sustained at 65kts making it just barely at typhoon status via the official agency of Japan JMA.
The storm is forecasted to dramatically weaken as it moves over the rugged terrain of western Japan Sunday dropping all of its energy along the way in the form of a staggering amount of rainfall.
Nearly 1,000mm have been reported in the past 48hrs in Kochi prefecture where the storm made landfall. The second highest total of 887mm in Tongatayama is almost record breaking only short of the heavy rainfall that occured last week during Tropical Storm Nakri.
The Typhoon is being blamed for one death and over 20 injuries across Western Japan. A 78 year old in Iwate Prefecture was in his rice field when rising flood waters swept him away Saturday Morning.
NHK is reporting that 1.5 million people have been advised to evacuate due to the inneccesant amount of rainfall. For only the second time in 2014 JMA has issued an emergency warning. This is the highest level on JMAs warning scale and indicates a very serious threat to the loss of life.
In Shimamoto near where Videographer and Westpacwx Team Member James Reynolds is there has been reports of damage to homes after rivers in the Shimamoto river swelled when Halong came ashore.

Meanwhile many people are stuck at airports and on closed roads this weekend. This weekend in Japan is the Obon weekend and could be compared to the Christmas Holiday in the USA as far as the amount of people travelling. Millions of people will be out on the roads or at the airports this weekend to get to destinations where their ancestors may be resting to pay their respects.
As of Sunday morning at least 169 flights have been cancelled. The Shinkansen is running depending on the exact location but they are running at delayed times.
Due to the slow movement of Typhoon Halong and the vast amount of moisture this storm is carrying combined with the topographic effects of the area much more rainfall can be seen.
In Northern Shikoku and the Kinki region up to 120mm an hour (5in) could be seen with total additional rainfall over what has already come down nearing 300-400mm. Farther north east near Nagoya moisture inflow will allow up to 400mm of additional rainfall to occur.

COULD RUSSIA GET HIT BY A TYPHOON OR A TROPICAL STORM?
The bigger question is could the Russian Far East get impacted by Tropical Storm Strength winds, that seems like a more likely yes, but will Halong maintain its tropical characteristics farther to the north is unlikely. We will continue to track the progression of the storm but even Vladivostok could be looking at rough conditions by Monday and Tuesday of this coming week.
