The agency said Tuesday that the tornado came ashore near Route 50 and Philadelphia Avenue late Monday afternoon, causing damage to several businesses in the resort.
An Ocean City town-owned supply container also was overturned and blown along the beach.
A waterspout also developed in the Assawoman Bay before the tornado, an EF- 0, came ashore.
